President's Message: General Membership Meeting

Mark this date on your calendar right now: Mon., May 10, at noon. The Club will hold an extremely important General Membership Meeting that day to take action on at least two measures related to the sale of the building loan.

First, we will vote on a dues increase. The Budget Committee has recommended a four (4) percent increase that would take effect for new members who join after July 1, and for all other members next year. I've explained the reason for the dues increase in previous messages. Please rest assured, we are spreading the effort to raise revenues and lower costs throughout the Club, including increased revenue from catering, reduced capital expenditures and a freeze on contributions to our reserve fund.

Second, we will vote to ratify delivery of our deed to the land under the National Press Building to the new mortgage holder, Resource Properties 54 Inc. In simple terms, that means the Club is turning over ownership of the land to the new mortgage holder. We can either do that willingly--although I profoundly regret the action--or unwillingly. In that case, we would not only lose the land, but also put in jeopardy our $1 a year rent and the sanctity of our lease to occupy the Club premises until 2028. Either way, the deed will pass from our hands to Resource Properties.

In reality, we haven't had control of the land for almost 20 years. Here's what happened. Back in 1981 when the building was renovated, the Club pledged the land as collateral for the loan. It was again pledged in 1983 when the Club refinanced the loan and formed the building limited partnership. It was again pledged when the loan was refinanced with the Sumitomo Bank in 1989 and in a series of agreements with the bank between 1992 and 1994. A combination of higher-than-expected construction costs in the early 1980s, a bust in the real estate market in the early 1990s and the current Japanese banking crisis put us in the position we are in today. Could we have done things differently and avoided today's situation? Frankly, I’m not sure. Regardless of what could, or should, have been done we now must act in the best interest of the Club.

I cannot stress strongly enough now important this General Membership Meeting is to the Club. Failure to act responsibly could have disastrous consequences for the Club. Your presence is important for the future of the National Press Club. Please attend.

--Larry Lipman, NPC President

Reno Mounts Campaign Against Police Abuse

The nation's top law enforcement officer has pledged an accelerated campaign to deter and punish acts of brutality and racial bias by police officers. Attorney General Janet Reno told a Club luncheon audience on Apr. 15 that "for too many people the trust that is essential to effective policing does not exist because residents believe that police have used excessive force ... that law enforcement is biased, disrespectful and unfair." Reno, describing her recent contacts with police chiefs, community leaders, young people and civil rights leaders, said she will convene sessions later this year to "share strategies that are working" and that can underpin efforts to foster police integrity and eliminate misconduct. She said that the overwhelming majority of the nation's 700,000 police officers do a dangerous job "justly, fairly, with excellence and with honor ... but we cannot tolerate officers who cross the line."
